  Description  
  Carlos is from South America. His exact nationality is unknown but he carries Indian blood. He is a U.B.C.S. soldier, in charge of heavy firearms, security, and mission back-up. He is also responsible for weapons maintenance. At first sight he may appear inexperienced and immature. He is actually warm-hearted, with a strong sense of right and wrong.  
  Biography  
  Carlos, a surviving member of the Umbrella Biohazard Countermeasure Service, is a pop-up character who comes in and out of scenes continuously, usually to catch you up on the background info, about what else is going on in Raccoon City and with the rest of his team. This pop-up is slightly annoying at times, He continually runs in, makes a scene, and then finds a pointless excuse to run out again, even when danger is near by. Somehow I don't think the writers were really thinking about how he looked while doing this.

A self-proclaimed ladies man, and would-be-could-be hero, Carlos is quite handy (and basically the only generally good reasons for bumping into him) for giving Jill various ammo items, helping out with a couple of problems, continually overstating the obvious usually in the middle of some situation, and in one part of the game helping Jill out while she is in serious danger.

It is at this time when Jill is in danger that you play as him for a very short time as he explores a part of Raccoon City for items that will help out Jill. The Resident Evil style voice acting is alive and well with Carlos during Resident Evil 3. Many people mention his accent or at times, lack there of it, and while I didn't always notice what some people have said something about it there are a few occasions where that seems to show quite well. Carlos also provides some of the most funniest scenes in the game... well if you can call them that... both through the voice and the way it is scripted.

While it would have been good to play as him for far far longer in the full game, you can also play as him in the "Mercenaries: Operation Mad Jackal" mini-game. In this he is the average character. Not too hard but not too easy also.
